Enter-Growth bases its work on dialogue and consultation between and with those who affect the development of the micro and small enterprise (MSE) sector: National level Ministries, Provincial and District Governments, private sector organizations and NGOs. In each of the four Districts it operates, it supports Micro and Small Enterprise Forums that bring together representatives of these sectors. The Forums identify the priorities in MSE development for the Districts and facilitate the implementation of concrete proposals that address them. They also function as a platform to discuss issues that affect the sector. At the Divisional and sub-sectoral level, Enter-Growth uses LOCA to promote dialogue. LOCA stands for Local Competitive Advantage. It is a participatory methodology that enables localities or sub-sectors to identify their competitive advantages and develop concrete proposals to strengthen them. Enter-Growth implements this approach with local organizations whose staff it has trained as LOCA facilitators.
